how to reformatt a locked laptop hardrive

i picked up a used hardrive for my laptop its missing an operating system. The hard drive was recently password protected on a different laptop i don't care about the information on it but i want to start clean and install windows on it. Everthing i came up up with has failed could any one give me a program that will erase the drive so i can reformatt it or should i throw it in the trash. Thanks for any help wicked. o yea its a toshiba hd. 20 gig.
