I helped someone with this problem in the Open Tech Support channel the other day - it turns out that the person had Norton Internet Security installed, and there was no rule present that said that the Frozen Throne executable (Reign of Chaos and Frozen Throne have different executables) is allowed to listen for incoming connections on port 6112 TCP.
If you have a software firewall like ZoneAlarm or Norton Internet Security installed, disable it temporarily and see if you can host. If you can, you need to go into the firewall's settings and add the aforementioned rule for Frozen Throne.exe.
I am pretty sure that what I described is your problem, and I can't think of anything else that would cause it.

Glad to hear it... be sure to add a rule for Frozen Throne.exe so you don't have to completely disable your firewall each time you play.
