Steam/cs1.6 restartc computer!??!

ok... i have had problems like this with some other games and they seem to have gone away... but..
Processor- pentium 4ht 3.0 ghz
Memory- 1024 ddr ram--- 103 gb left on hd (120gb)
Video Card- ati radeon 9800 pro
Operating System Windows XP Professional
it really only happens when i first join in counterstrike and go to click on join game, or when i am in the process of joining a game or when the server changes maps..
Any help or suggestions greatly appreciated.

and also, as an added bonus, i will randomly loose sound in the middle of the game.. please help
