IE opens blank page in every new window

I am currently running Windows 98 SE with IE6. Every time I open IE, it gives me a DNS error and shows me a blank page.. the URL for this, for example, would be res://C:\WINDOWS\SYSTEM\SHDOCLC.DLL/dnserror.htm#http://www.msn.com/. If I restart the page, it will come up. This also occurs when opening new windows and when encountering pop-up advertisements.
This problem has been occurring for over a year now, and I have finally decided to seek help on it; I had previously ignored it as it is a seemingly minor inconvenience compared to some other problems. I would gladly appreciate any feedback on how to solve this problem.

sounds like something left over from some 'pop-up' or 'ads' stopper ?
