PC Boot Problem

I'm having a problem with one of my PCs. It will no longer boot. The light on the monitor never changes from amber to green when powering up the PC. It doesn't go through any of the boot sequence at all. I have changed video cards to see if the problem was there, still the same problem. I took the monitor and connected it to another computer and it works fine. Took a good monitor from another computer and still the same problem. Took another bootable hard drive and tested with that, and still have the same problem. Bought a new motherboard and CPU and still have the same problem. New power supply and still the same problem. Swapped out the ribbon cables and still the same problem. I'm totally baffled on this one. Short of a new chasis I have the parts to build a new computer now and still can't get the thing to boot up. Any ideas would be appreciated.

ok, strip it down to the basics (original parts first).

case
power supply
motherboard
cpu (with accessories)
ram
onboard video if applicable, video card otherwise

plug it into a different outlet, on a different surge strip/ups, reset the cmos and boot. swap out those parts as necessary. make sure the motherboard is insulated from the case.

Okay, dumb question I guess. How would I ensure that the motherboard is insulated from the chasis? It is up on the risers but they are metal, the washers are all on the top and the screws are all seated on the washers. Is there something else I should look at? Should I get more of the washers and seat them on the risers so that the board is protected from both sides?

There should be some sort or non-conductive washer between the mobo and the case (most use plastic) but I think your problem is ram. Try some ram that you know works from another pc.

Try hooking up everything up out of the chasis, and shortin the power switch pins with a jumper, could be the power switch also. But as Bix VT said try some different ram.

When you press the power button is any fans coming on?

I finally got it taken care of. Dumb mistake. My old board had a single connect with the power suppy. The new power supply had two connections. I thought the smaller one was just an extra. It turned out that the new board required a connection for the CPU itself. Once I put the new power supply back in and connected both ends to the motherboard it worked. Thanks for all the input you guys sent.
