Safe way to clean motherboard and cards, and fan placement

Hello,
I was just wondering what the safest way to clean out all the dust from the inside of my pc is. Can I use compressed air? I think my cpu is running hot at 62 C idle.
I have a 850 mhz Athlon.
1 3inch intake Panel fan sittin over video card
Video card has a fan
cpu fan blowin air perpendicular to a vent in the back
and power supply fan blowin air out the top of the back
and a intake fan in front
Come to think of it, it looks like the only fan blowin air out of the pc is the one by the power supply, is that enough?
If I were to buy another out take fan, where should i put it?

Put it anywhere that you have an open slot in your pc. Back panel is good. Side panel is also good, if you have a spot there.
Compressed air is one of the best ways to clean your pc. Just get a nice exterior fan (like 12" or so) blow it straight into the side of the pc and then use the compressed air on every dusty serface you can see. The compressed air will dislodge the dust, and the box fan will blow it clear of the system. Only downside is you'll have to vacuum afterwards...

heatsinks can be put in the dishwasher, fans can be removed and cleaned with a damp cloth. you can use compressed air or a soft bristle brush (ie makeup or artists brush) of the appropriate size on electronic components.

whenever it needs it.........
if you mean checked for filth, unless you live in a construction zone, every 3-6 months.
