I'm not sure what the problem is. I can create them just fine, but it just seems that no one joins them. I've waited for 10-15 minutes sometimes, and no one joins. Do they not see it, or can they not join it, or do I just have really bad luck with hosting? =P
I can give information on my modem if you need it. I've read some stuff about routers but I don't really know anything about that. =P

The problem is that one or more firewalls that you're behind are preventing people from connecting to you on the port that Warcraft III is listening for incoming connections on; that port is 6112 TCP by default. I get the feeling that explaining the problem and the solution in any more detail might confuse you, so we'll go to straight to the "tell me what to do and I'll do it" part.
What kind of Internet connection do you have? If you have a cable or DSL connection, do you share it with other computers in your home? If so, how do you do it? One way is to use a router, and if you have a router, please tell me its make and model. If you're behind a router, you need to configure it for hosting and I can show you how to do that.
