Choosing Shut Down, Click OK produces nothing

We have a program in the company where I work (Sabre32) that has to run in the background the entire time the user is logged in (by design) in order to check for connections to its own service. Problem is, the moment you install and run this program we run into a bug in Windows 2000/XP.

I click start > Shutdown. The Shutdown window appears. I can select anything at this point (Log Off, Restart, or Shutdown). When I click on OK, the window goes away and nothing happens. Everything is exactly as if I had never gone through the whole process of trying to shut down.
