The General-Off Topic forum header means that you can post items, thoughts, or questions that don't pertain to any of the other catagories. If someone posts a topic within, the discussion that follows generally follows what that original post was about. Granted they do go off on a tangent now and then from the topic, it does not mean that using the forum to have a conversation that is better suited for chat, IM, or PMs is ok.
That is what I ment by saying stay on topic...
