warcraft III muted key for clan making?

Muted CD-keys are those that have lost chat privileges in chat channels on Battle.net. They can be used to chat in-game but not in a channel.

As for the original question, I doubt that they are allowed to join/make clans. Even if they were, it would be very difficult.

I know that you know what muted keys are, but in case you didn't notice, quiksilver87 asked what they were.

I don't know for sure what the answer to your question is, but there's an easy way to find out: simply try to join/make a clan with a muted CD-key. If it doesn't work, then the answer is no.
