My firend keeps getting the error saying "latency is too high" when he tries to join any internet games. I agree dial-up is bad, but he should be able to play, because another friend of mine on dial-up is able to play just fine. He already reinstalled the game,bu that didn't help. Can anyone help me?

Sounds like this connection latency is too high. Not all dial-up connections have the same latency, you know.

That dosn't help me out much. I already know the latencies are not going to be the same. If you have any information on what I can do to fix it please help me out. Thanks for the reply though.

You say that you know that the latencies won't be the same, but in your first post you seemed to imply that all dial-up connections have low latency. Anyway...

Unfortunately yes, what I said won't help you out much, because if the connection latency is too high, the solution is to get a better connection. Actually, two things to try that will alleviate the problem are to close all running programs that eat up connection bandwidth and have the friend's ISP come out and check his line, but other than that most likely the cause of his high latency is simply a poor connection/poor ISP.

Thanks for all the help, but I figures it out. I went over his house and looked around for a bit. I looked in his system tray and found a firewall enabled. I disabled it and now it works.
