Screen jumps

I was viewing a website when out of the blue my LCD screen for my desktop started jumping around so bad I couldn't get to the shutdown mode without a hard shutdown. As soon as I rebooted, my normal post messages flew all over the screen.
I guess it could be the video card or the flat-screen monitor. Both are fairly new (a few months old). Maybe for some reason the driver decided to die right then and there? But I cannot check this out, or reinstall the driver because it is impossible to make sense out of a jumbled up screen.
Any thoughts?

the driver has no effect until windows loads, anything before that is hardware related.
switching monitors would be the easiest to check first.

Well, things went better this morning. I turned off the monitor, held my breath, restarted, and it works great. Weird one.
