If it is skipping and jumping you have faulty DVD player. Often forced traymechanism causes problem for the DVD to be entered correctly.
Dirt on the optic (LASER) reader causes skipping and not able to read the disc causing shut down. Spindle speed problem causes 'no disck' warning and shut down almost straight away. Well, take the PC back where you back to the shop and they will investigate the problem and they have to fix or replace the faulty device.
