Installed Powerleap PL-iP3/T & Celeron 1.4ghz

My previous processor was a P2 400mhz and I have replaced it with a Celeron 1.4ghz by means of a Powerleap adapter. The motherboard fsb has been set to 100mhz. The pc would not load windows 98se if I set the fsb on the adapter to 100fsb. I had to set it to 66mhz which means I have a processor speed of only 935mhz instead of 1400mhz. The bios I am using is a Phoenix Tech (HV.27.05) which is dated 1998 and I can't locate or find a newer version on the HP website. My problem I think is due to the bios. Is there a newer or updated version of the bios that I can download? Would sure appreciate suggestions/help from the gurus here.
