Low cooling fan power.

I have a Dell Inspiron 1100 with 2.3 ghz, 384 mgs of ram, and a 30 gig harddrive. Ok, maybe that was TMI, but I figured you would want the specifics. My cooling fan is running WAY below normal, and my computer will heat up beyond my comfort no matter where it is. It could have the screen closed, on a desk, and it will overheat. I know it is below normal because it did not always run so slowly. Any help would be appreciated.

I have done a diagnostics test, and the test caused the fan to run at a good speed, but the fan wont successfully run when its not being tested, and I would rather NOT send it in to Dell and have to wait 20 days.

There's a program called Hmonitor out there, that usually has accurate fan speeds and heats, if you want to double-check that.

Otherwise the only thing i can suggest is either set a fixed speed for the fan (if you can), or check to see if there's something physically worng with the fan, out of place, foreign object etc.

I had a friend with a similar problem with a desktop case, turns out that one of the screws was loose and managed to get in behind the fan!
I doubt that will be your problem though, unless it's making a buzzing noise too.

I'd simply buy a new fan. You can get fans that have the same airflow as the stock one, yet are quieter. Take a look at Vantec or Delta fans.
