Reformatting Problems: Windows ME

My brother has a computer with Windows ME on it. It has so much crap on it, it runs slower than the first computer ever made.
I am trying to re-format drive C.
I have a startup disk and the Windows ME reinstallation disk.
So I put them both in, turn it on, choose Boot with CD-ROM support or whatever.
Then it runs the diagnostics and gives me the A:\. I know I'm supposed to type FORMAT C: there but when I do, good old DOS says Cannot recognize command or bad filename. Please help I can't figure this out!

To reinstall OS from fresh to an old HDD, you will have to clean it first.
1) Insert Boot disk 2) start PC 3) choose option 1
4) on A DOS promt type FDISK
5) clean way (delete) all old partition info
6) create new DOS partitio
7) activate it
8) restart PC with the boot disk in the floppy driver
9) choose option 1
10) on A DOS promt type format c:/s
11) Wait until formating finished 
12) on A DOS promt type E:/
13) on E DOS promt type setup.exe and press enter.
14) That should do it.

you dont, but it causes less problems if you do.

If you are going to use the old hard driver it is good to clean it complete.
You can format it also via A DOS promt via format c:/s
the s part inserts parts of the DOS commands in to the HDD.
This is what I do for living since 1977.

ok I deleted and created a partition, rebooted then tried the FORMAT command but it didn't work so I ran the Windows Setup Disk and it asked me if I wanted to format then install...
