'Cannot connect to server' Error message during TCP/IP Game

My friend and I are trying to play Diablo 2 LoD on TCP/IP. We've tried a few times trying to connect to each other, each time its either he hosts or I host. There hasn't been a successful try yet since everytime we try either of us will get a message saying 'Cannot connect to server' after the 'Waiting' panel. We've tried several options, disabling WinXP firewall, opening TCP/UDP ports 4000, 6112-6119. But to no avail. It's getting quite frustrating, and any help will be greatly appreciated. Thanks a lot.

This is either a version conflict or a firewall problem, and usually it's a firewall problem. You only need to 4000 TCP, and the host needs to make sure it's open in ALL firewalls that he or she is behind.
There's an easy way to check to see if the port is open. Go here:

Although the tool at that page is used to test port forwarding for a BitTorrent client, it works for any service listening on any port. Put the number 4000 in the port box, leave the hash ID box blank and then click the Run Test Now! button. If the connection was successful, it will say so, even though it says "Fail!" (it says that because a BitTorrent client wasn't listening on that port). If the connection wasn't successful, the port still needs to be opened.
If you've established that it isn't a firewall problem, make sure that both of you are running the same version of the game. If either or both of you have downloaded any mods, hacks, cracks, etc., try a "clean" install of the game. A version conflict can also occur if one or both of you have downloaded the 1.10 beta and it wasn't removed properly.
If you do a "clean" install, be sure to back up your single-player, TCP/IP and Open Battle.net characters by backing up the "save" directory in your Diablo II directory.
