Windows XP, not saving settings.

Here's the deal, fresh install as of last week of windows XP pro on my laptop. Installed all my development software, all the updates. And a few other programs, nothing I did not have on thier before.

Windows XP, has decided that it will not and does not like saving the changes I make to anything, like saving my outlook mail accounts passwords, or saving the list of recently opened programs on the start menu or the pin to the start menu items. Kinda driving me crazy since I tell it to save the password for outlook everytime. Also does to save internet settings, like autocomplete. Everytime I logoff or reboot, the warning box comes up "Would you like to enable..." I click yes, next time same thing.
