Counter Strike console doesn't work

Alright, I tried putting -console at the end of the shortcut target. The writing appears when I am connecting to a server, and I can access the console from the main menu, but I still can't access it in game.

Make sure in the config.cfg in your counter-strike folder there is a button bound to toggle the console. The default button and command is ' bind "~" "toggleconsole" ' without the 's.
