PC locks up on XP login screen

Hi, I've just built a new computer, and installed XP pro. Everything works great except, when I shutdown the computer. When I turn it on again the next time, it locks up on the user login screen (mouse won't move and keyboard doesn't even appear to be on). However, if I then hit the reset button it will start-up just fine. Then when I shutdown and startup again, the same thing happens. In fact, this happens exactly as stated one hundred percent of the time.
Any ideas what the problem might be?
