File access priveleges help

Recently, due to NAV, I was forced to reinstall WinXP Pro on my system (Duron 1.1, 512, 55 GB). Norton and my Extigy had finally had enough of one another. Anyway I have the following issue.
I make regular backups of my data. When I went to restore the data to my new profile, I keep getting some version of the access denied message.
For a while I used the Windows encryption on my system but eventually undid that. However my backups, done with MS Backup, when restored, whether before or after the encryption phase, give me that access denied message.
Is there anyway to get around this, I have some files that I would really like to restore.
BtW this happens no matter whether I tell MS Backup to restore security settings or not.
Any help would be appreciated.
