Strange dial tone issue with modem

Ok, the phone line has a dial tone. It works with phones, it works with other modems. On this certain PC, if i plug the line into the modem, it kills the dial tone for any other device connected.
line unplugged from pc: pick up phone, dial tone
line plugged into pc: pick up phone, dead air
The fun part is that it will do it with different modems of the same brand, and with modems of a different brand.
What do you guys think the problem is?

unless you have it set to automatically connect, i would think its a bad motherboard, assuming youre talking about 56k modems and not dsl.
