There are a number of things you can try to find out what the real problem is.
1. Somewhere in the network connection settings, there should be a utility that allows you to ping IP addresses. Make note of a couple of IP addresses on your desktop system, going to a command prompt while online then pinging a couple big reliable websites.
For example:
ping www.microsoft.com
or
ping www.google.com
The results of the ping command will include IP addresses you can later use from your Ipaq to test your wireless connection.
If you try pinging a few of these addresses and don't get responses, its a strong indication that you aren't really connecting outside the local network.
2. If pinging works, try the built-in messaging apps. Either the mini version of outlook, or if you have it the MSN Messenger IM software. They use different communications protocols from IE, and may be working when IE isn't.
3. If you haven't already, try a completely different wireless hotspot. Maybe there's a local cafe with a free wireless node, or your public library has one. Either way, try somewhere different. You may be set up completely properly, and the WLAN you're on may not be.
These little tests probably won't fix your problem, but they will help define the extent of it. And figuring out where the problem really is goes a long long way towards fixing it.
