Windows XP Home Restart problem

I have Windows XP Home and when I try to restart,shut down, ect. it start to do that but stop mid way causing me to have to push on off on cpu. Any ideas?

run windows update, checkdisk and defrag. if that doesnt help, try shutting down all programs first.
