56k Modem only connecting at 26.4k

The driver is correct, and the modem is set to 56k speed. I know it is not the ISP (Juno or PeoplePC take your pick) because I have connected at faster speeds in the past. This is my second modem now, and it will not go over that 26.4k speed. Why?!?!

I would ring the telephone company to investigate the line and then the ISP for help, you might be using the wrong type modem. What ever some people say there are three type manaloque modem
one is the US Robotic X2, other one is FLEX type and the third is V92. They do not clock in the right speed if the ISP doesn't support it. That is the fact what ever ISP support says, I been there too many times with my clients.

I don't mean to be repetitave, but it HAS worked with this modem, and this configuration before. I reformatted and reinstalled windwos. MY modem drivers are installed and updated, and my ISP settings are configured in the same way as they were before. There is no difference that I can see. The modem and the ISP bosth support v90 AND flex, so that is nto the issue. What is?
