Unable to delete user in Windows XP: ERROR 80070402

I have admin privileges.
I deleted one user successfully.Minimal privileges No password Created 2 months ago
However, when I tried to delete a second user, I receive an error.Minimal privileges No password Created over 2 years ago
The error:
"Could not complete the operation due to error 80070402."
Is there any way to delete the user?

USER RESOLVED
I don't know why I received the error 80070402, but here is an alternate method for deleting or removing users in Windows XP:
Start--> Run
type the following text: control userpasswords2
OK
In the User Accounts screen, select the user you want to delete or remove
Click "Remove"
Are you sure? Yes
