XP SR2 desktop disappeared

I am using XP sr2 which worked fine until windows explorer started to shutdown regularly for no apparent reason. After a reboot it was OK again for a short period. I made several system retores but in vain. Now suddenly after a reboot my desktop is gone, no more icons and tool- and taskbars, only the desktop background (Stonehenge in my case) and a functioning mouse cursor. The only thing I can do from there is to open the task manager with Ctr+Alt+Del. The CPU usage is 100% and when I go into Processes I find that explorer.exe is using 99% of the CPU. After a reinstall with repair option the problem remains. Is a clean XP reinstall the only solution? Any help?

if a repair install didnt work, you can give a normal installation without format a shot. its unlikely to work, but it might. what does safe mode booting do?

I used safe to attemp restore but no go. I have to add that when I initially made a clean install of xp sr2 I had foreseen a Visitors access which had not been used yet. When booting with that option a desktop is there with some icons and toolbars however when I try to use the system I immediately get a message ...Windows Explorer encoutered a problem,etc. and the machine seems to use all the CPU power on something.
