1998 Real Magic Sigma Designs card

I have a silly question today! I have an older (1998) video card named Real Magic Sigma Designs MPEG-2 card. Now the question I have not been able to answer is this: Is this card a video capture card?
Yes I know silly but I can't figure it out. It has the TV out, VGA in, digital out and line in!! Thanks for helping me once again.....
