TIFF Files

Ok I don't quite understand here. I am a computer tech for a newspaper and the publisher requires that we send them the final newspaper in PDF format. But we apparently need to use TIFF image files as well (This is what I was told by the Editors). So we cannot use JPEG, GIF, BMP, etc... These images also must be grayscaled and have screening lines set to 85.

Anyway, these files are HUGE. It is so weird. I've never seen anything like it. For example some of the art which is big (5000x6000 dimensions sometimes) will be like 150MB in size. Now the image is grayscaled so I don't understand why it has to take up so much space. When converted to JPEG it is only like 1 MB. So what is up with these TIFFs? Can someone please explain? Thanks.
