really could use some help

In the last few weeks my machine. Running windows ME and netscape 7.0 has given me fits.
Any file I download which ends in a "URL" cannot be run.
I continue to get an error message which says, "This internet shortcut cannot be opened because failed to run"
It wont give me any other clue as to the problem. I have the latest update of Norton corperate version. I have run adaware and spybot but they don't see any problem. I suspect the problem is in my registry but don't have any idea how to go about fixing it. I ran a shareware program called 'registry monitor" recommended by tucows but it failed to find any problem.
Any good Samaritans out there who can give me some advice. Is there a program I can buy that will fix this? If I upgrade to XP will that solve the problem? I tried to download internet explorer to see if it would run on my machine and possible fix this problem but when I tried to run the downloaded explorer I got the same old error message.
