New and needs help with some errors!

New to this forum and would like to just say hi to you all instead of just barging in here o_<.
So what problems do i have?
One.
I am running Windows XP at home [SP1] and have had StyleXP for a while. [A program that skins XP]. A while back i was looking through my USER ACCOUNTS function in the CONTROL PANEL. I changed my username/fullname [can't remember] and then decided i was going to change this back. Now, whenever i run StyleXP and go to the "LOGONS" function to change the skin for the login page for XP. It now pops up with an error saying.
"You are currently in a domain and must use the secure logon. Some logon features will be disabled.
[Checkbox] Don't show this message again.
OK"
Previously i was able to view this function of the program properly without the error comming up. It also states in the program that this function is "Only for non-domain users".
I would like to know if when i changed the username/fullname of my account that it did this. Also, what does it mean by secure logon? And what a non-domain user is. I log onto my machine as Admin.
I have tried to create a new admin account and it still gives me this error. I am not sure wether i should format. I'm not sure if this has anything to do with my network settings. I have no uninstalled or reinstalled this program as of YET. Any tips on what the problem is and how i can overcome it?

I have tried to go around and clean up my logins whilst i was trying to fix up my StyleXP problem. I have come across a username in which i am unable to delete. I go into the Advanded User Management function and attempt to delete the username [i will give an example] 123.
"Each user is represented by a unique identifier which is independant of the user name. Once a user is deleted, even creating an identically named user in the future will not restore access to resources which currently include the user in their access control lists.
Are you sure you want to delete the user 123?
YES NO"
I click yes. Then this other message pops up.
"The following error occurred while attempting to delete the user 123:
Cannot perform this operation on built-in accounts.
OK"
I am wondering, what is a built in account. And of course, how can i override this problem to delete this account. I am once again using my admin login.
Three
I am quite curious for my computer security. I was qurious as to if i can BLOCK out a program being run on my computer. For example, CMD from the RUN function.
I am also interested in a program that would be able to block out my COMPUTER IP and cloak it with fake/other ips. Like a proxy from what i believe?

Sorry, i didn't want to mass post i suppose so i included it all into one thread. But it all seems to be related to software anyhow!

Most ADSL Router Modems with inbuilt firewall (NAT) will change the IP and block access from outside.
Spybot version 1.3 reguires confomation to have Windows registry altered by another program.
Most Antivirus protection programs are running 'underneath' the OS and scans any changes.
