we need specifics on the problem at hand, what happens, do you have any other issues, has this been happening ever since you bought the pc does your kids have acces to this, do you know anything about pc's have you been fiddling with it?? etc etc , also system specs would be good. The amount of reasons why something would have trouble starting up and shutting down are so numerours that I doubt anyone would like to write that essay. thus why we need some more info

disk cleanup, tuneup application, scandisk, defrag, and a registry cleaner.
