anti aliasing, and anisotropic filtering.
typically the driver controls it in such a way as: always on, always off, or application preference.
along with the degrees of the effects.
most (blockbuster) games have the options too. but the driver settings will override them. all the rest of the games just do whatever the driver wants.
anti aliasing smooths line by making high contrast divides blended
anisotropic filtering creates a non square texture (trapezoidal) to add detail to a surface when it is viewed at an angle.
and bilinear and trilinear interpolation effects how the transition between a high rez texture (for close detail) and a low rez texture (and far detail) on a single surface is blended. with biliear being the ugliest/less demanding of the two.
you can turn on the effects in really old games like quake 3 that dont have the options built in. (just to help you understand that it is just more math on top of the game's pre existing textures)

hmmm...so i can do it by using the driver software?ill try to keep it always on since my graphics card can actually handle it!

well no graphics card can handle it maxxed in all instances, not even a dual 6800 ultra sli. So you'll want to set it on "application controlled" and adjust the in game video settings accordingly. it won't always be labled as AA and AF though, it may be that just setting it on high or ultra high enables different levels of it.
