Everquest II startup problems

Like the original Everquest I brought for my Daughter Everquest II
starts off with major problems.
When we launch the application and signon is complete, the files are
scanned and then, it starts to download the same files for 2 to 1 1/2 hours. is this necessary? I went to their knowledege base and researched it, the only answer I found was answer id : 12987. I followed the directions and the problems still persists.
Another problem is the fact that when the downloading finally ends and
PLAY can start, we press play and the application crashes. I also researched this and found out by deleting the file eq2.recent.ini, after the downloading ends and before we proceed to play, works. Why do we have to do this every single time before we can play?

several possible reasons. the obvious is that after only a week out, its still buggy. ini files are also corruptable, and some setting that you select in-game might be causing the problem.
are you sure its downloading the same exact files? or could these be updates? if the scan engine doesnt detect the proper version of the file, it will download it. so heavily corrupted, old, or missing files are replaced.
there could be problems with your computer, with the eq code, or a combination of the two. the forums may be a better place to look for answers. http://eqiiforums.station.sony.com/eq2?no_redir=true
