MSI K8T-Neo ATI 9600xt Troubleshooting

Alright, I have a complication and need assistance. I think I either have a new, but defective Ati Sapphire 9600xt video card or there is a compatibility issue with the K8T-Neo. I have a system (specs to follow), that works perfect with an Ati 8500. When I install a Ati 9600xt Sapphire board, the screen recieves a signal ("no signal received" message stops bouncing around as a screen saver) but the screen remains blank (monitor power button led stays yellow, doesn't turn green). The hard drive led runs, but the computer doesn't boot, it just beeps approximately 8 times, goes quiet for a second or two, then just beeps. No boot. Blank Screen. I've tried all the Bios. All the drivers. All the different devices unplugged. Different voltage to the agp. Different slots and single chip of the RAM. Overclocked and normal settings. Believe you me, I've read and done most of the recommendations from other questions/threads. Still, nothing with the Sapphire ATI 9600xt, but perfect with the ATI 8500 (which I plan to put in to a computer built for my friend).

Athlon 64 3000+ (excellent cooling)
MSI K8T-Neo (all bios/drivers up to date as of 12/14/2004)
Corsair 1022MB DDR400 3200 RAM (2x512)
WD 40mb IDE 7200rpm
Toshiba CD-Rom/DVD 52x/16x
Artec CDR/CDR-W 48x/48x/24x
ATI 8500 (computer works perfect)
ATI 9600 (computer flat out doesn't boot)
Power supply:
450w
(+5v=45a,+12v=16a,+3.3v=20a,sb+5v=2a,-5v=0.5a,-12v=0.5a)

As suggested, i've increased voltage, disabled fastwrite, etc. I've tried it all. IN FACT. I put the 9600xt sapphire card in to the P3 1.0Ghz system I'm making for my friend, and it at least shows the bios screen or just recognizes it for that matter (i don't have the os on the hd yet). WHAT THE HECK. This power supply on the P3 system is smaller, 300w and it only has 14a on the +12v line. Why do you think the card is recognized/works on the P3 system, but will not fire up with the Athlon system as specified above (with the K8T-Neo?)(Is there a compatibility issue?)(Should I either look for a different video card or a different motherboard?)(What card do you recommend replacing instead of the 9600xt?).

People have suggested a better power supply. I just hate to spend $100 on a good power supply to find out it still doesn't work. I'm just looking to make sure I've covered all bases...... Make sure there aren't known compatibility issues with the K8T-Neo and the Ati 9600xt. I'll probably buy a better power supply if this is REALLY what usually works for most people. I'm just afraid to get the new supply, and still have nothing but more money spent.....like everyone probably.

try a different power lead, one that has nothing else on it.

I RMA'd the card. I'll let you know. The 9600xt doesn't get power from a power supply line. It is regular AGP powered.
