hard-drive mistaken size

Hi,
my harddrive is partitioned and one of the partition is 45.5GB. It has currently on it 40.7GB(including hidden files). Windows is stating that there is only 206MB free on it. What can be the reason please?

If the pc came pre-installed with its OS and applications then the HDD may contain a hidden manufacturers partition for recovery purposes.
