closed port

How do I check to see if port 21 is open on my ISA server. If it is closed how do I open it. I tried creating a filter that puts port 21 as my incoming port and port 20 as my outgoing. However, I still cannot access my FTP server from the outside. HELP!!!
I have a CISCO router and the port has been opened ther.
