Help!!Computer makes siren noise,no signal input to monitor.

Hi all...
I am at a loss for words. I have worked on my computer 24/7 and can't find out what the problem might be. I have never had any problems in the past. Of course I've had my computer since 1999, so maybe it's just wanting to give up and I won't let it 
My info:
Windows 98SE
64MB PC 100 RAM
Intel i440BX AGPset chipset with slot 1
Amptron 3100A Motherboard
Award BIOS chipset
10GB hard drive
Sony 3.5" FDD
Samsung 48X CD-ROM
Creative Labs Ensoniq 128 Sound
CardEx Niva 128zx video card
I have searched everywhere for help with this. I turned the computer on and the green LED light stays on and I can hear the hard drive spinning (or whatever it does) the lights on the cd-rom and floppy come on and go off. The monitor says"no signal input or cable disconnected". That's as far as it gets. The siren noise starts about 3 or 4 seconds after I push the power button. Should the green LED light stay on? I haven't made any changes to the computer to cause failure. I had just recently moved from one bedroom to the other. From what I understand, if my cpu overheats, my computer will automatically slow down the cpu speed. And...my computer has a fan failure alarm. But...I have checked the fans, they both work fine. I cleaned the fan above the cpu and the fan on the power supply wasn't real bad but I cleaned it anyway. None of the jumper setting have been messed with. From what I have gathered on this, it's one of the three...bad video card (I bought a new video card and still heard the siren noise), bad memory (I used one of my friends memory sticks and still heard the siren), or overheating.
According to the Award BIOS website, when an error is detected, the BIOS program will: display the error on the screen if possible and/or will generate a POST beep code using the computers speaker if it can't access the display adapter, which is what's going on with my computer. The only Award BIOS beep code indicates that a video error has occurred and the BIOS can't initialize the video screen to display any additional information. This beep code consists of a single long beep followed by two short beeps. Any other beeps are probably a RAM problem.
I have tried everything possible. I unplugged everything except for the hdd and still no progress. I can't afford a new motherboard right now. I'm hoping it's not the motherboard at all. Since I've been researching on this problem, I have come up with the two most possible solutions: the power supply or motherboard failure.
I borrowed my stepfather's computer in order to do research to try to fix mine. I can't find a whole lot of information on this really. Just the basic opinions. I can't find anyone who has actually had this problem and fixed it.
Any advice would be so greatly appreciated. Thank you in advance.

without swapping parts, youre really not going to be able to isolate the problem. remove the hard drive, of course. you dont need that. check the motherboard for any obvious damage and reseat the ram and video card, then clear the cmos.

Thanks for your quick response. I have tried a new video card and still got the siren noise. I have reseated everything I could get a hold of I'm going to try a new battery...maybe that might trigger something. Exactly how do I clear the cmos? Do I switch the jumper for a few seconds and then put it back to normal mode without turning the computer on or do I switch the jumper and start the computer up?
I have tried another monitor, a new video card and a new memory stick and still no luck. I even took my modem card out and unhooked my cd-burner.

Hi, I removed the hard drive and checked the motherboard over and over again for any damage at all and found nothing, it actually looks new after I got all of the dust off of it. I reseated the ram and video card also. I cleared the cmos and it's still doing the same thing. What could I be doing wrong? Someone mentioned that the fbs might be overclocked. Can it be overclocked on it's own because I haven't touched anything in it. If only I could get to the bios screen. Someone suggested holding down the insert key while turning the computer on, so I tried that and nothing happened. Wonder what could've caused this to happen when I hadn't even turned the computer on for almost 2 weeks and when I did, the annoying siren noise started. I am losing my mind on this. Thanks for any advice you have to offer.

stangely i have to same problem. maybe we can help each other out.
i too recently moved my computer and same incident occured.
i know its not the video card.
not the hard drive, cause i reinstalled windows on my secondary drive and it did the same thing. i haven't tried new ram but i might.
im thinking it could most likely be the motherboard
i'll keep you posted as soon i get to issue resolve, and i would appreciated if you did the same

Double check your monitor cable make sure it is in securley.I have had client's in the past to where they had the same issue.(Come to find out the monitor cable wasn't plugged)

Maybe your power supply got nailed with a power surge and got knocked out.

I, too, recently moved my computer from one location to another (I live next to an unstable cliff in Hawaii that had become supersaturated and boulders were rolling down to my back patio). I think there was a neighborhood power outage while I was away on a trip (There was a rainstorm).
When I returned from my trip the computer would begin to start when I pressed the front power button but then peter out. This had happened on a previous occasion and I would go through a series of unplugging the computer and replugging and pressing the ON button. Eventually, it worked and I thought it was a humidity problem.
Not this time, though. So, I attached a different temporary power supply and plugged it in without removing the old one since it was a different form factor. It then worked beautifully!
However, I had to move and, in my haste, instead of disconnecting the temporary power supply I simply tucked it inside the computer chassis in the cavity toward the front of the computer. Upon arriving at the new place I plugged it in and tried to power up.
That's when I got the beeping sounds and the "video cable is disconnected" message on the display.
I tried installing a new video card but the same result.
I have even removed the HD to install into another chassis with a new mobo/cpu and that neew video card. Same result and same message.
While I am guessing that perhaps it was possible for the power supply to have touched either or both the mobo and the video card and shorted them out it would not explain why I am having the same problem with the new mobo and video card.
I would appreciate your feedback

obviously, make sure you have a new power supply of the correct size and form. also make sure that the onboard video, if there is any, is disabled.
