Weird Alt+Tabbing

Hey there, i'm on windows 98.
My problem is as i'm doing my regular computing, with more than 1 window open, the computer will jump around as if alt+tabbing at random, without my doing so.
Also, I'm positive that a third party program is not the cause of this.

how positive are you? sounds like a virus/spyware to me
If you are running the proper precautions, and havent installed anything recently, sounds like time to reinstall windows/format
