Power Meter Problem Win 98 / Dell Inspiron 7000

I have a Dell Inspiron 7000 running with Windows 98 SE. I have just recently removed the CD/Floppy and inserted a second battery. Now I have developed problems. When both batteries are fully charged and inserted, the power meter reads battery #2 dead. In order to fix this, I have to pull out battery #1 and re-insert while also unpluging the power cord. This will temporarily fix the problem. If the computer goes into stand-by or reboots, the power meter reads incorrectly again. Either by not showing battery #2, or showing that it is dead again. Both batteries are brand new and this problem still exists when they are swapped. I have all the updates for windows 98 and dell software, including bios. What is going on here?
