When ever I try to run scan disck or disk defrag I get a message like this: tried to start 10 times cannot start because another program is writing script. can I fix this, or is it fatal?

There's a program running that is interfering with it. Hit CTRL+ALT+DEL and shut down programs you know shouldn't be running. You might also want to run some spyware removal and virus scanner tools as well.
Running in safe mode is probably a good idea too when you run everything. You may have a trojan or other nasty on your system. If not, you can at least run scandisk in safe mode.

hardly fatal, you simply have alot of programs running in the background. Shut off EVERYTHING you can (aim, msn, internet explorer, defrag, music...everything*) You might also want to press ctrl+alt+del and see what programs are running that you cant see, and then turn those off.
After your scandisk, i highly suggest you run msconfig and turn off almost everything. These programs are using your computer as you read this, and alot of prgrams assume they are important, when in reality they arent, such as quick time, which you can go days without using, yet can use memory the whole time.
*Okay there is one program that should be running, your antivirus, but thats it!

no, there is no reason for an AV to be running during a scandisk. it might grind it to a halt anyway. kill off everything but the basics: explorer, keyboard/mouse drivers on 98, if youre running a later OS then leave the main components of the os alone as well.

Isnt there some way you can make it runscandisk on your next boot?

clear your startup applications and microsoft services by doing MSCONFIG, after restarting run scandisk or defrag. if you still have the same problem, you might be infected with a spyware/trojan.

Go to http://housecall.trendmicro.com and run the free online virus scan and removal to make sure it's not a nasty virus that's causing the problem.
If you have a screensaver or power management, it will interrupt scandisk when your screensaver or power management kicks on.
If you don't have a screensaver, or if you turn off your screensaver and/or power management and you still get that error, try booting in Safe Mode and then running scandisk.
