Backing up C to E. E is FAT32 19gigs

I've got 3 hard drives. C is the main one. I use a FAT32 drive, E, as a backup. I erased everything on E. It is a 19gb hd. I have 8gigs on C. The backup only backs up 4 gig, then tells me that I can't backup the other 4 on C, since E is a FAT32 drive. What's up? I tried to backup the entire C drive to E.

are you using a cloning program, or are you copying over the files?

I right click on the C drive in Windows XP, click on properties, then tools, then the backup option. I erased E before I started the backup project.
