Installing new program

Hi! I just bought a new DVD writer and have been trying to install this. For some reason, I'm getting an error message saying:

"Your operating system is not valid for this product. You must have one of the following versions of MS-Windows: 98se, Me, NT(v4.0, service pack 5), 2000 or XP."

It will not let me go any further. I even tried puting my recovery CD in to start over...It won't even take that anymore, just gives me a blank screen. Can you tell me how to reinstall my Windows Millenium Edition without having to buy the Me software because my computer already came installed with it. Thanks.
