Playing wav/mp3 file as if it were through a mic

Ive recently been using a voice chat prog while gaming, but its got one flaw(for me): I cant play wav/mp3 files over it. The only way to do that is to set the input to wav/mp3 but then it picks up everything else and causes problems.
What Im trying to find is either some kind of plugin for say Winamp, or a standalone program, that plays a wav or mp3 file to the Mic instead of the wave out.
I know I could do this with 2 PCs by splitting the mic in line and putting the 2nd ones wave out to it, and I do have several of them and could, but I want this all on one system so then I dont have to be clicking around on another PC all the time. There has got to be something out there, if anyone knows of something, please post it.
