what do we have to do get the right graphics cards if we dont have them, in order for anything Sims2 and directX related to work? if they must be bought, where at and for how much?

if you do not have a graphics card that meets the minimum requirements for the sims, you need to purchase a new one. if you have an agp slot, an agp card is recommended, otherwise a pci card is needed. any graphics card from the geforce fx line and up, and the radeon 9000 and up will do. lower radeons and geforces may or may not work, check the card specs. price range is from around 60 USD to 400 USD, depending on how high you want to go.
any online or B&M retailer that sells computer hardware will sell graphics cards. you will find a better selection online, and usually better prices as well.
