Problem with joining games

I log on and play a few games, then suddenly for no apparent reason I attempt to join a game and every game is all red. I come back again and might find three games with 1 green, and the rest are all red. When I try to join any game, even one with 1 green I get this error message. "You were unable to join, the game is not responding. The Latency to the game creator is too high."

I've been able to log back on after restarting the game but sometimes this problem continues even after I restart my computer.

What type of connection do you have? Which ISP? Have you tried deleting bncache.dat?

Not to be mean or nothing but this happens to me all the time.

I have Windows XP with Pacbell DSL.

What happens if you delete the bncache.dat?

Broadband, Calbe... and deleteing that file doesn't do anything.
