radeon igp 345m and cs source

i own a sony vaio pcg k25 that has 512 ram a pentium 4, 2.8 ghz processor, and a radeon IGP 345M and ive been having a lot of trouble running counter strike source. i have a few questions
1. how do i know what version directx i have because the min for source is 9 and i get an error message saying i dont have it
2. how can i get directx 9
3 if this isnt whats making my game lagg what could be the problem
4. how do i go about correcting this?
