Looking for guide on how to setup accounts for WinXP

A friend of mine has been having problems with his brother loading his PC up with spyware/viruses/etc everytime he uses it. I suggested setting up an account for him limiting what he can do on the PC. But I myself have never really done that. Does anyoen know of a guide online that I can refer to for setting one up?
