p2p wars - the on going war on my network

day1: I got home from work and decided to play some counterstrike. All was fine with my ping being 30. Suddenly the game got all laggy and my ping was at 900. I couldnt figure out why.

day2: Games still laggy. Dunno why.
Brother: Hey I found this awsome p2p called bittorent. It gets me free movies and stuff. It runs on ports 6881 but it can use http.
Me: Hmm no wonder theres so much lag

day3:
Me: Disconnect his ip from the network.
Him: change password on network
Me: unplug router and reset password

day4: block ports 6881-6889. Nothing diffrent. Slow internet

So my question. Is there a way to block azureus (bittorent) from running. Its running on his computer that i cannot touch and is slowing down everything. I just need to block it while hes gone.

nope, you cant keep it from running on a computer that isnt yours. physically disconnecting him from the network is about it, and he might not be too happy about that. just arrange a time between you that he can download his ass off. like 3am-3pm or whatever.
if he does a lot of downloading, the cable company will put limits on your address themselves, and then youll both be pissed.
