Laptop constantly reboots

I am trying to help my friend out as his computer is messed up. Here are the details. The laptop is a Compaq Presario 700z. I believe it had Windows XP home edition (No SP). When the computer is turned on, it will show the COMPAQ logo for about 3 seconds and then reboot. I can access BIOS and I have tried to reset it. It still reboots. I have tried logging onto windows in safe mode and using all of the other boot options but none of them work. The only sounds during startup are the CD-ROM device (which doesn't work) and what sounds like a speaker coming on. Immediately after that, the computer will reboot and do the same thing again. Any help would be greatly appreciated.

Oh, one more thing. I am thinking about buying an Alienware Laptop. The Area-51m 7700 model to be exact. My job requires a lot of waiting around and I would like to be able to play all the latest games as well as watch dvd's and surf the internet. Being able to play all the new games is important to me. Do you think it is worth buying that laptop. If not, any suggestions?
